personally i think you should make a move if she is not up for it then move on, put you have to put some guts up really put out some spine. I know invite her over like you casually do tell her to dress up make her dinner at your house and decorate your room with a romantic vibe surprise i think that would get anyone. During the dinner don't sweat it just be Romantic look at her in the eyes smile alot at her look at her like she is your only.
